Join us for a documentary screening and panel discussion on the UN Security Council veto and whether it should be reformed. The event explores the role of veto power in international politics and its implications for global peace and justice.

Can the UN Veto Be Limited?

The recurring issue of United Nations reform is the veto power held by the five permanent members of the UN Security Council. While many agree that reform is needed, any change to the veto requires that none of the permanent members use it to block reform. As a result, changing the UN Charter remains highly unlikely.

Nevertheless, there have been some developments. Two permanent members, the United Kingdom and France, have voluntarily restrained their use of the veto in certain situations. In addition, since 2002 the UN General Assembly has required that any use of the veto be discussed by the wider membership.

As global challenges intensify and trust in international institutions is tested, discussions about limiting or reforming the veto have become increasingly important.

At this event, we will meet Professor Jennifer Trahan, a leading advocate for legal limits on the use of the veto in cases involving the risk of genocide or other atrocity crimes. Her book “Existing Legal Limits to Security Council Veto Power in the Face of Atrocity Crimes” was awarded Book of the Year by the American Branch of the International Law Association.

The evening will begin with a documentary screening, followed by a panel discussion and an opportunity for questions from the audience.
